In 1992, Kahn was one of the government officials behind the superhero team Youngblood. When an alien named Genocide arrived at Los Angeles, Kahn was outraged that the group of outlaw vigilantes Brigade was taking care of the situation and not Youngblood, who were occupied in Germany. Kahn discussed the matter with fellow official Spicer. Although Spicer thought Brigade could be used, Kahn ordered him to take them out of the picture and gave him thirty days to do so.[2] After the Los Angeles incident, Brigade disappeared for three months. In that time, Kahn took the matter into his own hands, contacting Chapel, a member of Youngblood, and priming a task force named Bloodstrike to act as soon as Brigade reappeared. Kahn also kept Spicer watched, in case his sympathies led the government to Brigade. [3]
