Lou Jacks served in the army with Bruce Stinson. Years later, he went on to become a lieutenant at the New York City Police Department. When his Captain asked him to contact Stinson to see if he could help capture ShadowHawk, a vigilante, Jacks called his old war buddy. Stinson said he was too busy to help, but he recommended another mercenary code-named Slaughter to Jacks.[1]
