Marshall Mellow is the lieutenant of the Municipal Traffic Division. Has a bright and sunny disposition, and is fond of Tony Chu even though he was warned by Mike Applebee.[1] Eventually, when Tony was kidnapped by Dan Franks and held from work for several days, Lt. Mellow informed Amelia Tony was no longer employed by the Municipal Traffic Division due to his absences.[2]
