History

Twitch Williams is a police officer for the New York City Police Department with his partner Sam Burke.

They initially investigated the Stevens murder in an alley and found themselves being pulled deeper and deeper into the Bowery Alleyways.

When a fellow police officer was killed by a deranged Reverend, the officer's last words were, "red cape". This began Sam and Twitch's investigation into who Spawn really was.

Pouring through evidence, Twitch Williams cracks the case on Billy Kincaid. After listening to recorded phone conversations, he finds McMillan and an unknown person, Wynn, had secret conversations that Stevens recorded. Stevens tied McMillan to Kincaid, the child-killer. Stevens planned on selling the story to the Washington Post but was murdered in the alley. Twitch and Sam move to find Billy Kincaid but Spawn beats them to the punch.
